BERLIN (AP) — A closely-watched survey shows German business confidence rose in November, putting an end to six consecutive months of declines. Belgian strike paralyzes Antwerp port, rush hour traffic. More action until Dec. 15

BRUSSELS (AP) — Trade unions have opened a month of intermittent strike action by paralyzing the port of Antwerp and slowing train traffic through much of Belgium. On their first of three Mondays of regional strikes, the unions targeted Antwerp, with Europe's second biggest port, and made sure no ships could enter of leave the docks. Port workers have been particularly angered by measures to extend the start of pensions by two years.

Review: 3 cheap smartphones to consider _ and the trade-offs you make

NEW YORK (AP) — The cheapest smartphones don't have all the gizmos of Apple or Samsung models, but I'm impressed by how many features you do get for roughly a third of the price. Because you spend so much time with your phone, there's a case for having the best. But those come with a price tag starting at about $650 (unless you agree to a two-year contract, in which case you end up paying higher service fees for voice, text and data).
