"We're asking cities to do so much more," said James Anderson, who leads the government innovation programs at the foundation. "We need cities to come up with bigger, better ideas more often, and we don't want to leave innovation to chance."

The foundation initially rolled out the Innovation Delivery model in five cities which used the process to come up with ideas on a range of issues. In the second round, the foundation expects to select 10 to 15 cities.

NEW YORK (AP) — Contract negotiations are continuing between New York's Metropolitan Opera and 10 of its unions to avert a lockout. The musicians of the two largest Met unions reached tentative four-year deals Monday. Met general manager Peter Gelb demanded pay cuts of about 17 percent, citing skyrocketing production costs and shrinking audiences. Union members countered that such a radical move was unwarranted on a $2.8 million deficit against a $326 million budget. They say Gelb wasted many millions on failed productions.

China fines 12 Japanese auto parts suppliers $202 million in spreading anti-monopoly probe

BEIJING (AP) — China announced Wednesday it will fine 12 Japanese auto parts suppliers a total of $202 million for colluding to raise prices in an unfolding anti-monopoly probe of the country's auto industry. The Japanese suppliers were found to have colluded improperly, some for up to 10 years, to raise prices of ball bearings and other parts, according to China's main planning agency, the National Development and Reform Commission.
