Barring 11th hour deal, once-secret phone records program, other spy tools to expire May 31

WASHINGTON (AP) — The National Security Agency has begun winding down its collection and storage of American phone records after the Senate failed to agree on a path forward to change or extend the once-secret program ahead of its expiration at the end of the month. In a chaotic scene during the wee hours of Saturday, Senate Republicans blocked a bill known as the USA Freedom Act, which would have ended the NSA's bulk collection but preserved its ability to search the records held by the phone companies on a case-by-case basis. The bill was backed by President Barack Obama, House Republicans and the nation's top law enforcement and intelligence officials.

Coast Guard has no plans to remove woman chained to Shell oil-drilling support ship

BELLINGHAM, Wash. (AP) — The Coast Guard says it has no plans to remove a woman who has chained herself to the Arctic Challenger, a support ship for Royal Dutch Shell's exploratory oil drilling plans. The Coast Guard cutter Osprey spent the night monitoring the protester but took no action, Petty Officer 3rd Class Katelyn Shearer said Saturday morning. "We're really most concerned for her safety and the safety of everyone involved," Shearer said.

Al fresco with Fido? NY weighs allowing outdoor dining with dogs, as some other states have

NEW YORK (AP) — Never mind the doggie bag: Spot wants a seat at the outdoor table, or rather under it. New York is considering whether to join a growing number of states that give pet dogs legal entree, if not actual entrees, at open-air eateries. Dog lovers and restaurateurs say the proposal would safely accommodate people who want to dine out with man's best friend in places from Manhattan sidewalk cafes to country ice cream stands. But a statewide health officials' group is against it, and at least one lawmaker is raising questions, and some restaurant-goers fear an onslaught of begging, barking, biting and other doggie don'ts — or, worse, doggie dos.
