All times local: 9:45 a.m. French President Francois Hollande is holding talks with African leaders about what their countries need to cope with and reduce global warming. The meeting Tuesday is part of broader international diplomatic efforts toward a possible long-term accord for all countries to cut man-made carbon emissions. Those emissions produce heat-trapping gases and scientists say are causing glaciers to melt and sea levels to rise and leading to more and more droughts and other extreme weather.

Man City: Chinese consortium investing $400m to gain 13 percent stake in group which owns club

MANCHESTER, England (AP) — Abu-Dhabi owned Manchester City says a Chinese consortium is investing $400 million to buy 13 percent of the Premier League club's umbrella organization in a deal that values the business at $3 billion. City says China Media Capital Holdings and CITIC Capital are investing in the group after six months of talks and the deal remains "subject to regulatory approval in some territories."

UK committee urges gov't not to approve Heathrow expansion without environmental compliance

LONDON (AP) — Britain's government should not give the go-ahead for the expansion of Heathrow until airport officials can show they will comply with air quality, noise and other environmental concerns, a parliamentary committee report said Tuesday. "To defer dealing with the environmental impact of a third runway would be irresponsible and could lead to legal challenges as a result of the potential damage to public health from increased air pollution and noise," Irranca-Davies concluded
