LIMA, Peru (AP) — Peru's government said it was suspending civil liberties in a southern coastal valley after a fourth death in violent anti-mining protests against a Mexican-owned copper mining project. He said Friday night that suspended rights would include freedom of assembly, freedom of movement and protection warrant-less searches.

WASHINGTON (AP) — The Senate struggled to prevent an interruption in critical government surveillance programs early Saturday, rejecting both a House-passed bill and a short-term extension of the USA Patriot Act. The White House has pressured the Senate to back the House bill which would end the National Security Agency's bulk collection of domestic phone records. Instead, the records would remain with telephone companies subject to a case-by-case review.

Senate blocks House bill on surveillance, fate of Patriot Act provisions in doubt

WASHINGTON (AP) — The Republican-led Senate has blocked a House bill that would have ended the National Security Agency's bulk collection of domestic phone records. The vote came shortly after midnight Friday as the Senate struggled to complete its work before a weeklong Memorial Day break. The House had overwhelmingly passed the USA Freedom Act last week. The measure would authorize case-by-case searches of records held by phone companies instead of the government.
