Andrew Cuomo and legislative leaders struck deals Tuesday night to authorize four upstate casinos and to allow separate votes on a women's rights package including an abortion proposal that appeared to have been blocked in the Senate, according to a senior administration official. The agreement was being printed in bills overnight Tuesday for public review on Wednesday. Votes by the Legislature are expected Thursday and Friday, and legislative officials immediately disputed some elements of the agreement.

Stocks edge lower as investors wait on Fed

Major indexes drifted sideways Wednesday morning as traders wondered what the Federal Reserve will say about the U.S. economy and the central bank's huge stimulus program this afternoon. The U.S. central bank will release its latest policy update at 2 p.m. Eastern Daylight Time and Bernanke will speak at a press conference thirty minutes later. Comments by Bernanke last month suggesting the central bank may soon ease that support unsettled investors and caused this year's rally in stocks to stall.
