MANILA, Philippines (AP) — The Philippines' top diplomat said Thursday he was on his way to arrange the evacuation from Libya of thousands of Filipino workers, one of whom was beheaded and a nurse gang-raped amid the worsening turmoil. If access to the Tripoli port proves to be difficult, the Filipinos will be moved by land to Tunisia, del Rosario said. He also led a dangerous mission to evacuate Filipinos when a civil war broke out in Libya in 2011.

Further drop in eurozone inflation to 0.4 percent likely not enough to move ECB to act again

BRUSSELS (AP) — The inflation rate in the 18-nation eurozone dropped again in July, official data showed Thursday, in a worrying sign that adds pressure on the European Central Bank to beef up its efforts to spur the economy. And yet, the ECB is expected to hold its nerve at its policy meeting next week and not loosen monetary policy further. Rather, it is likely to monitor the impact of stimulus measures it unveiled in June as well as small improvements elsewhere in the economy, such as a drop in the unemployment rate also announced Thursday.

Argentina enters default for second time in 13 years after talks with US creditors break down

NEW YORK (AP) — The collapse of talks with U.S. creditors sent Argentina into its second debt default in 13 years and raised questions about what comes next for financial markets and the South American nation's staggering economy. "We're not going to sign an agreement that jeopardizes the future of all Argentines," Kicillof said after he emerged from the meeting with creditors and a mediator in New York City. "Argentines can remain calm because tomorrow will just be another day and the world will keep on spinning."

So President Barack Obama is aiming to end impunity for labor violators by pushing companies to clean up their act if they want to keep taking federal money.
