SACRAMENTO, Calif. (AP) — California regulators on Friday accepted a historic offer by farmers to make a 25 percent voluntary water cut to avoid deeper mandatory losses during the drought. The several hundred farmers made the offer after state officials warned they were days away from ordering some of the first cuts in more than 30 years to the senior water rights holders.

Pennsylvania shows biggest 1-month jobs gain since 1990s; unemployment rate stabilizes

HARRISBURG, Pa. (AP) — Pennsylvania recorded its biggest one-month jobs gain in nearly two decades in April, while its unemployment rate stabilized after rising for three straight months, the state Department of Labor and Industry said Friday. The biggest increase was in construction, which added 10,000 jobs, while the education and health services sector and the trade, transportation and utilities sector each added more than 4,000 jobs. The only sectors to shrink during the month were mining and logging and information services. The payrolls figures are preliminary and could be revised next month.

The oil pipeline leak that fouled a stretch of California coastline this week reflects a troubling trend in the nation's infrastructure: As U.S. oil production has soared, so has the number of pipeline accidents. Nearly two-thirds of the leaks during that time have been linked to corrosion or material, welding and equipment failures, problems often associated with older pipelines, although they also can occur in newer ones, too. Other leaks were blamed on natural disasters or human error, such as a backhoe striking a pipeline.
