SACRAMENTO, Calif. (AP) — California lawmakers passed a key hurdle Thursday in imposing the nation's first statewide ban on single-use plastic bags. The new version won support from grocers by allowing them to charge 10 cents for paper and reusable bags, and from some manufacturers by including $2 million in loans to help shift production to reusable bags.

Shell files revised Arctic offshore drilling plan, says no decision has been made for 2015

ANCHORAGE, Alaska (AP) — Shell is preserving its options to drill for oil in Arctic waters next year by filing a revised exploration plan with federal officials. A subsidiary of Royal Dutch Shell PLC filed the revised plan Thursday with the Bureau of Ocean Energy Management in Anchorage. Shell Alaska spokesman Curtis Smith says in an email that the plan calls for two drilling vessels to operate in the Chukchi (chuk-CHEE') Sea.

WASHINGTON (AP) — With Russian tanks apparently crossing into southeastern Ukraine, President Barack Obama is suggesting the possibility of more sanctions on Russia. Russian stock markets dived on Thursday as Switzerland joined the European Union in imposing restrictions on Russian state banks and fears grew that the U.S. and EU could impose further sanctions on Russian businesses and individuals.

FairPoint declares impasse in contract talks, unions put workers on 'standby' for strike

PORTLAND, Maine (AP) — The telephone service provider for Maine, New Hampshire and Vermont declared an impasse after four months of labor negotiations, while more than 1,700 workers for the company were advised by union officials Thursday to be on "standby" for a possible strike or lockout. Peter McLaughlin, chairman of the unions' bargaining committee, said contract negotiations that began in April have been a "one-way street" with cost-savings proposals by the union but no movement by FairPoint. The company said it must reduce labor costs and that it's willing to listen to further proposals by the unions.
