NEW YORK (AP) — City officials cleared the way on Wednesday for construction of a new, 65-story Manhattan skyscraper after the developer made an unusual tradeoff: a promise to make sweeping upgrades to nearby Grand Central Terminal that would allow more rush-hour trains on the subway's busiest lines.

COLUMBUS, Ohio (AP) — A bill banning the sale of pure caffeine products in Ohio cleared the state House on Wednesday, one year after a high school senior overdosed on a powdered form of the stimulant and died. Eighteen-year-old Logan Stiner was just days from graduating high school in northeast Ohio when, on May 27, his brother found him unresponsive in the family's home in LaGrange, southwest of Cleveland. A coroner ruled that Stiner died of cardiac arrhythmia and seizure from acute caffeine toxicity. The teen had more than 70 micrograms of caffeine per milliliter of blood in his system — as much as 23 times the amount found in the system of a typical coffee or soda drinker.

New Mexico regulators give utility more time, delay decision on coal plant's future

SANTA FE, N.M. (AP) — New Mexico regulators on Wednesday gave Public Service Co. of New Mexico more time to ink agreements with a mining company, further delaying a decision that will affect the future of a coal-fired power plant that provides electricity to customers around the Southwest. The planned closure of two units at the plant is part of a settlement reached by state and federal officials and the utility to reduce haze-causing pollution in the Four Corners region.

Florida coastal construction growing again, now worth $1.5T, but experts say storm risk isn't

MIAMI (AP) — Since eight hurricanes whipped through Florida during back-to-back seasons a decade ago, causing $33 billion in insurance claims, the state's coastal communities have added an additional 1.5 million people and almost a half-million new houses, an Associated Press analysis shows. The improvement derives from Florida's statewide building code, which was implemented in 2002, a decade after Hurricane Andrew's 165-mph winds gutted parts of South Florida. The code means that all new structures get tough inspections and are built with shatter-proof glass and straps reinforcing the connection between roof and walls.
