SACRAMENTO, Calif. (AP) — California farmers who hold some of the state's strongest water rights avoided the threat of deep mandatory cuts when the state accepted their proposal to voluntarily reduce consumption by 25 percent amid one of the worst droughts on record. "We're in a drought unprecedented in our time. That's calling upon us to take unprecedented action," Felicia Marcus, chairwoman of the state Water Resources Control Board, said in announcing the agreement.

Woman chains herself to Shell oil drilling support ship in bay north of Seattle

BELLINGHAM, Wash. (AP) — A woman has chained herself to the Arctic Challenger, a support ship for Royal Dutch Shell's exploratory oil drilling plans, Bellingham police said. KCPQ-TV said the ship is anchored in Bellingham Bay, north of Seattle. A police spokesman said officers talked to the ship, the port and the woman and won't be trying to remove her. The ship won't leave for several days.

WASHINGTON (AP) — The Senate struggled unsuccessfully to prevent an interruption in critical government surveillance programs early Saturday, blocking a House-passed bill and several short-term extensions of the USA Patriot Act. Senate Majority Leader Mitch McConnell, R-Ky., favored retaining the program, but fellow Kentuckian Rand Paul, a Republican presidential contender, blocked any extension, no matter how brief, past the midnight May 31 expiration.
