UN atomic agency chief says he cannot conclude that all Iranian nuclear programs are peaceful

VIENNA (AP) — Iran is reducing its nuclear activities under a deal with six world powers, but a senior U.N. official says he cannot guarantee that everything it is doing is peaceful. International Atomic Energy Agency chief Yukiya Amano spoke Thursday to the IAEA's 35-nation board. Amano says he is "not in a position to provide credible assurance about the absence of undeclared nuclear material and activities in Iran," and thus cannot conclude that "all nuclear material in Iran is in peaceful activities."

Official: Nigerian president to decide on $5.2B MTN fine for unregistered cellphone SIM cards

LAGOS, Nigeria (AP) — A Nigerian government spokesman says President Muhammadu Buhari will make the final decision on whether to lower the gigantic $5.2 billion fine meted out to African telecommunications giant MTN. It's a matter of national security in Nigeria where law enforcement says cellphones are used by Islamic extremists to detonate bombs and by criminals in kidnappings and armed robberies.

SEOUL, South Korea (AP) — Global stocks were mostly higher Thursday on expectations for additional European Central Bank stimulus as jitters about tensions between Russia and Turkey faded. EUROPE FOCUS: Reports ECB officials are considering options for additional easing weighed on Europe's common currency. Next Thursday, the European Central Bank's governing council meets to set monetary policy for the 19-nation bloc of euro countries in Frankfurt, Germany. It has already deployed quantitative easing and some analysts expect additional measures to help revive the moribund European economy and avoid deflation.

Japan says it plans $10.6 billion in climate finance for developing countries for 2020

TOKYO (AP) — Gearing up for global warming talks in Paris next week, Japan said Thursday it plans to provide 1.3 trillion yen ($10.6 billion) in climate financing a year for developing countries from 2020, including public and private funds. Abe said the financing was meant to help developing countries fully join in the effort to fight climate change.
