The former chief of the Internal Revenue Service is telling Congress he doesn't know why his agency targeted tea party and other conservative groups seeking tax exempt status. Shulman served from March 2008 until November 2012, when the targeting was underway. Shulman says he didn't know all the facts until he read a report on the episode by a Treasury inspector general, which was released last week. Shulman says he was dismayed and saddened by the conclusions of that report.

Stock indexes flip between gains and losses

Stock indexes fluctuated in early trading Tuesday as investors tried to predict the Fed's next move. The Dow Jones industrial average rose five points at 15,340 shortly after 10:30 a.m. Eastern time. The Standard & Poor's 500 index gave up a point to hit 1,666. The Nasdaq composite slid five points to 3,490, a drop of 0.2 percent.
