She said Blankenship himself didn't tell her to make the warnings. Pauley said an inspector was nearby when she once made a warning call, and former mine superintendent Gary May told her not to let the inspector hear.

Comptroller says wage growth in Connecticut wage growth below pre-recession levels

HARTFORD, Conn. (AP) — Wage growth in Connecticut remains below pre-recession levels despite improvements in job growth, further complicating the state's budgetary challenges, according to report released Thursday by Comptroller Kevin Lembo's office. "We're just not back to anywhere near the type of wage growth we were seeing pre-recession," said John Clark, director of budget for Lembo's office, adding that Connecticut's wage growth rate is slightly better than the national rate. "This is a significant issue for the state, because wage growth has an impact on overall economic growth."

(AP) — A University of Wisconsin System committee approved a plan to lift UW-Madison's cap on out-of-state students Thursday after the campus' chancellor and system president insisted they need more freedom to attract fresh talent for Wisconsin employers. "If you think we need workers now, just wait 10 years," Cross said. "I believe we must do something. Will this reverse our demographic destiny by itself? No. But it's a start."

Environmental group sues US government, demanding it mandate plans to deal with big oil spills

TRAVERSE CITY, Mich. (AP) — An environmental group sued the federal government Thursday, contending it gives pipeline owners and operators a free pass on developing legally required plans for dealing with oil spills into lakes, rivers and other inland waterways. "The Department of Transportation's failure to review or approve spill response plans is a huge oversight that has left communities and wildlife vulnerable to catastrophic spills," said Neil Kagan, senior counsel for the federation.
