Vt gov signs novel law against false patent claims

Vermont's governor has signed the first-in-the-nation law aimed at protecting companies from so-called patent trolling _ the practice of making deceptive claims of patent infringement in the hopes of collecting licensing or settlement money. Intellectual property law professor Eric Goldman of Santa Clara University in California said Vermont's law is a novel approach but he said it's unclear if Vermont has the authority to regulate patent activity.
Canada sets new aid for Peru linked to mining

Canada's prime minister has announced a new package of development aid for Peru that environmentalists are viewing warily because it is closely tied to Canadian mining investments in the South American country. That is nearly double Canada's 2011-12 aid to Peru and includes spending on education and agriculture.
Argentine leader raises cash handouts 35 percent

Argentina's president announced a $3.2 billion annual increase in cash handouts for the poor, students and pregnant women Wednesday, saying the programs will reach nearly 700,000 additional children, pay their families 35 percent more and encourage consumer spending in what is an election year. "We're going to augment the economic activity," she said. "It's essential to maintain the level of employment so that the people keep buying things."
Vote on pot shops could end lingering LA issue

Voters approved a law limiting the number of medical pot shops in Los Angeles after politicians failed for years to corral the blossoming industry. The new law was passed several weeks after the state Supreme Court gave municipalities the right to ban stores outright. The move by Los Angeles voters could be the best chance yet to end the City Council's patchwork attempts to control or even eliminate marijuana stores _ efforts that often backfired.
