LOS ANGELES (AP) — When pet owners dress up their dogs in miniature white dresses and tiny tuxes, some believe the barks that signal "I do" reveal true puppy love. The doggy nuptials are gaining attention as Valentine's Day approaches and people find new and unique ways to pamper their pets. "Pet marriage or weddings are for people," said Dr. Bonnie Beaver, executive director of the American College of Veterinary Behaviorists and a professor at Texas A&M University's College of Veterinary Medicine.

BEIJING (AP) — Chinese regulators accused e-commerce giant Alibaba of permitting sales of fake goods and hurting consumers in a report that was withheld until now to avoid disrupting the company's U.S. stock market debut. The sternly worded report by the State Administration of Industry and Commerce said Alibaba allowed unlicensed merchants to use its Taobao and Tmall platforms and failed to protect consumers' rights.

Progressive tops 4Q earnings and revenue expectations

MAYFIELD VILLAGE, Ohio (AP) _ Progressive Corp. (PGR) on Wednesday reported fourth-quarter earnings of $370.2 million. On a per-share basis, the Mayfield Village, Ohio-based company said it had profit of 63 cents. Earnings, adjusted for non-recurring gains, came to 60 cents per share. The results exceeded Wall Street expectations. The average estimate of analysts surveyed by Zacks Investment Research was for earnings of 43 cents per share.
