SPRINGFIELD, Ill. (AP) — Illinois Republican Gov. Bruce Rauner appeared ready Tuesday to reject a Democratic proposal aimed at keeping state services functioning for another month, leaving the state without a way to pay bills and leading to questions about what will happen Wednesday morning. "The purpose here is to provide that we would avoid the government shutdown," the Chicago Democrat told reporters at the state Capitol after a day of politicians scurrying without a clear finish line in sight. Majority Democrats in the Senate were on board with the stop-gap plan.

UNESCO's World Heritage Committee is expected to approve the proposal during a meeting being held in Bonn, Germany, through July 9 after Japan and South Korea informally agreed on a promise to acknowledge, though it is unclear how, that Koreans were among the people who toiled at Gunkanjima and some other sites. The compromise also includes an agreement by Japan to support South Korean proposals for some world heritage site listings.

US judge rules Maui County, Hawaii, GMO ban invalid because pre-empted by federal, state law

HONOLULU (AP) — A federal judge says a ban by Maui County on the cultivation of genetically engineered crops is pre-empted by federal and state law and invalid. Maui County spokesman Rod Antone says the county will abide by the judge's ruling. Maui voters passed the ordinance by approving a ballot initiative last November.

Environmentalists call of California governor to block fracking permits for Long Beach Harbor

LOS ANGELES (AP) — Environmentalists Tuesday called on California Gov. Jerry Brown to halt plans for months of hydraulic fracturing in the waters off Southern California, warning that it could lead to chemical pollution or an oil spill. Hydraulic fracturing is used to extract oil or natural gas from rock formations by injecting high-pressure mixtures of water, sand or gravel and chemicals. The Center for Biological Diversity said the permits open the way for the first offshore fracking in the state since 2013.
