What's unclear for South Dakota, experts say, is exactly how much those savings will be. Another wrinkle is a constitutional provision that largely blocks the state from directly incurring debt, which means it must use methods at "arms-length" from the state, Dilges said.

SAN JOSE, Calif. (AP) _ Tessera Technologies Inc. (TSRA) on Tuesday reported first-quarter profit of $35.6 million. The San Jose, California-based company said it had profit of 66 cents per share. Earnings, adjusted for one-time gains and costs, were 74 cents per share. The results beat Wall Street expectations. The average estimate of three analysts surveyed by Zacks Investment Research was for earnings of 70 cents per share.

Senate sustains Obama veto of legislation scrapping union election rules

WASHINGTON (AP) — The Senate on Tuesday sustained President Barack Obama's veto of a bill that would have scrapped a new government rule on union elections. Proponents of the new National Labor Relations Board rules say they are modest reforms that would simplify and streamline union elections, limiting the ability of companies to drag out the certification process and buy time to fight the union.
