NEW YORK (AP) — A $19 million deal between Target and MasterCard to settle lawsuits stemming from the retailer's massive pre-Christmas 2013 data breach has been scrapped, because it failed to get enough support from the affected banks and credit unions. Under the settlement announced last month, Target Corp. agreed to set aside $19 million for banks and credit unions that had issued MasterCards swept up in the breach that compromised 40 million credit and debit card accounts between Nov. 27 and Dec. 15, 2013.

WASHINGTON (AP) — The Senate struggled to reach agreement Friday on how to change the way the National Security Agency handles American calling records, setting the stage for a halt to the collection program and two less-controversial surveillance programs designed to track spies and terrorists. The legal provisions authorizing the programs will expire at midnight May 31, and officials say they will lose valuable surveillance tools if the Senate fails to go along with the House. But key Republican senators oppose the House approach.

The oil pipeline leak that fouled a stretch of California coastline this week reflects a troubling trend in the nation's infrastructure: As U.S. oil production has soared, so has the number of pipeline accidents. Nearly two-thirds of the leaks during that time have been linked to corrosion or material, welding and equipment failures, problems often associated with older pipelines, although they also can occur in newer ones, too. Other leaks were blamed on natural disasters or human error, such as a backhoe striking a pipeline.
