(AP) — The Pennsylvania Supreme Court sided with a union that represents nurses Thursday and put a halt to plans by the Corbett administration to close more than a third of the state's county-based health centers. The majority opinion, by Justice Max Baer, said the Legislature has never changed a mandate in a 1996 law that the state maintain the number of health centers it had as of July 1995, when it operated 60 of them.

CHI Health CEO Dr. Cliff Robertson said Thursday he's disappointed because he believed this latest offer could have resolved the dispute.

(AP) — Lawmakers demanded more details Thursday about how the New Mexico Spaceport Authority plans to succeed now that the nearly quarter-billion-dollar Spaceport America stands empty and commercial fights by anchor tenant Virgin Galactic have been delayed indefinitely. Rep. Patricia Lundstrom, of Gallup, the committee's vice-chairwoman, questioned the business plan and said the point of the meeting was to go over hard numbers and cover how the state should move forward.

Oversight office faults New York board's quick approval of loan for Tappan Zee Bridge

ALBANY, N.Y. (AP) — A New York oversight office on Thursday criticized the way a state board approved loans for a new Tappan Zee Bridge, concluding members ignored federal concerns that led the U.S. Environmental Protection Agency to reject most of the $511 million sought. The board had been directly notified by the EPA a day earlier about concerns and should have waited until federal questions were resolved, the state Authorities Budget Office said in its Thursday report. EPA Regional Administrator Judith Enck specified federal officials hadn't approved New York's "unconventional" approach and questioned how the construction project would improve water quality.
