SAN DIEGO (AP) — With the American Pharmacists Association taking a stance this week, the medical community is now united in its opposition to playing any role in capital punishment killings. "What happens in the course of an execution can be extremely ugly and excruciatingly painful," said Cheryl Pilate, a Kansas City, Missouri, attorney who has represented two inmates in that state who were executed and another whose death sentence is on hold pending appeals.

(AP) — Kansas collected $11 million less in taxes than expected this month, and top Republican legislators acknowledged Tuesday that they'll be forced to consider larger tax increases than anticipated to balance the state budget. Republican Gov. Sam Brownback and the GOP-controlled Legislature must close a budget shortfall projected at nearly $600 million for the fiscal year that begins July 1. Senators and House members are negotiating over a $15.5 billion spending plan and anticipated having to raise about $140 million in new revenues.

HARTFORD, Conn. (AP) — Gov. Dannel P. Malloy on Tuesday announced the formation of a nonpartisan group that will spend the next several months coming up with options to fund his proposed 30-year, $100 billion overhaul of Connecticut's transportation system. The group will finish its review after the legislature's scheduled adjournment in June. Malloy said in the meantime he hopes lawmakers approve his five-year, $2.8 billion "ramp-up" plan to begin planning, engineering and design work for some key highway and rail projects.

Arizona Senate carves out new insurance rules for taxi firms that provide ride-hailing service

PHOENIX (AP) — Arizona taxi companies that also operate ride-hailing services won a major concession Tuesday on insurance in a bill overhauling regulations for firms such as Uber and Lyft. That marked a change from a deal cut by Fann that required the companies to carry full taxi coverage even while they were looking for street hails.
