NEW YORK (AP) — They appeared to be scenes from a frozen apocalypse. And it could be the new normal. Though the snowstorm largely missed New York City, Gov. Andrew Cuomo and Mayor Bill de Blasio staunchly defended their unprecedented, stringent restrictions.
