Los Angeles is one council vote away from becoming the nation's largest city to pass a ban on plastic grocery bags, which officials say will stop the flow of 2 billion single-use bags that are distributed each year and often end up in gutters and on beaches. Los Angeles "took a stand today for our children to protect our environment, which also sends a strong and clear message to every big city in the nation that they should follow our lead," said Councilmember Jose Huizar, who chairs the Energy and Environment Committee.

Thousands of demonstrators flooded a square in Brazil's economic hub, Sao Paulo, on Tuesday evening for the latest in a historic wave of protests against the shoddy state of public transit, schools and other public services in this booming South American giant. On Tuesday, an estimated 50,000 people marched on Sao Paulo's City Hall building, where a small radical group clashed with police as they attempted to force their way in and set a vehicle and other objects alight. Another protest sprang up in the working class Rio de Janeiro suburb of Sao Goncalo.
