FRANKFORT, Ky. (AP) — Newly released numbers from the Kentucky budget office show tax collections were up in November. State Budget Director Jane Driskell said Tuesday that General Fund revenue increased 2.4 percent for the month, generating revenue of nearly $803 million. Driskell called the latest revenue figures encouraging.

LONDON (AP) — British police say four people have been arrested by detectives investigating the suspected theft of 1 million ($1.6 million) from two U.K. banks. Police said Wednesday search warrants at two addresses turned up 80,000 pounds ($131,000) in cash, luxury goods and a suspected live hand grenade. Detectives also seized a Range Rover and computers.

NEW YORK (AP) — The stock market is little changed in early trading as investors weigh a budget deal out of Washington and a batch of corporate news. Congress reached a modest U.S. budget agreement that restores about $63 billion in across-the-board automatic spending cuts. Food Network operator Scripps Networks Interactive jumped $4.97, or 7 percent, to $80.22 after a report that the board of Discovery Communications discussed a bid for the company.

ST. LOUIS (AP) — The up-and-down Mississippi River is down again, and the Army Corps of Engineers began rock removal efforts Tuesday in an attempt to ensure the river remains open to barge traffic through the winter. A wet spring led to significant flooding, but a dry fall has the river low again. At Thebes, the river was at 7 feet on Tuesday — 26 feet below flood stage, according to the National Weather Service. At Cape Girardeau, Mo., it was at 8.2 feet — flood stage there is 32 feet — and expected to fall nearly another foot over the next week.
