NEW YORK (AP) — WellPoint's second-quarter profit fell 8.6 percent as expenses tied to changes in the nation's health care laws climbed. For the three months ended June 30, WellPoint's net income declined to $731.1 million, or $2.56 per share, from $800.1 million, or $2.64 per share, in the same quarter a year earlier.

Thai junta approves budget for rail upgrade, plans high-speed high links to China

BANGKOK (AP) — Thailand's military government approved a massive budget to upgrade the country's railways including high-speed rail that would eventually link with China as part of an eight-year plan to improve infrastructure, officials said Wednesday. Similar plans initiated last year by Thailand's elected government, which was ousted in a May 22 military coup, were scrapped by the Constitutional Court in March. It said the administration's bill to borrow 2 trillion baht ($63 billion) to fund transport and water infrastructure was unconstitutional.

German central bank chief says higher wages justified, puts raise potential at 3 percent

BERLIN (AP) — The head of Germany's central bank says higher wages would be justified in the country as the economy flourishes and inflation sags, and is putting the potential for raises at 3 percent. Weidmann stressed that wage deals have to take account of individual industries' situations, and that the bank isn't interfering in pay negotiations.
