NEW YORK (AP) — Landlords hoping to pay tenants to move out of the city's 1.3 million rent-regulated apartments will face new limitations on extending offers under measures signed Thursday to rein in a practice that has come under scrutiny in a roaring real-estate market. "There are too many cases in this city of landlords using cash offers to get tenants to move so they can increase the rents," de Blasio said at a news conference in the Bronx. "This will end now. Those days are over."

(AP) — Shares of Ciena Corp. rose Thursday after the developer of high-speed networking technology reported a larger third-quarter profit and gave a solid forecast for the fourth quarter. Judge approves $415 million settlement in suit alleging Apple, Google colluded against workers

SAN JOSE, Calif. (AP) — A federal judge has approved a $415 million settlement to resolve a class-action lawsuit alleging Apple, Google, Intel and two other Silicon Valley companies illegally conspired to prevent their workers from getting better job offers. The approval granted Wednesday by U.S. District Judge Lucy Koh ends a lengthy legal saga that exposed internal emails that cast former Apple CEO Steve Jobs in an unflattering light. Koh had rejected an earlier $324.5 million settlement of the case reached last year as inadequate.
