RI lawyer taken into custody in investment fraud

A federal judge refused Monday to vacate the guilty plea of an estate-planning lawyer accused of using the identities of terminally ill patients to illegally obtain millions of dollars, calling his motion to withdraw his plea bizarre and without merit and ordering him into custody immediately. "For some reason, this defendant had the need to blame other people for the situation that he has found himself in," Smith said from the bench. "I think that he wants to claim to his family, his friends, his church that he is innocent."
Senators agree to expansion of high-tech visas

Officials say leading senators trying to resolve a key issue on immigration legislation have agreed to a compromise covering expansion of a high-tech visa program. The agreement was negotiated by Sens. Chuck Schumer, D-N.Y. and Orrin Hatch, R-Utah, and clears away one of the two major hurdles remaining as the Senate Judiciary Committee tries to complete work by tomorrow on the sweeping legislation.
Xcel Energy plans biomass demo project in Colorado

Xcel Energy Inc. is asking Colorado regulators to approve a demonstration project that would use forest biomass to generate electricity. Some areas with weakened, dead or infested trees are close to Xcel's service territory and could affect the utility's infrastructure. If the Colorado Public Utilities Commission approves, Xcel said Monday it would seek bids for a 10-year power purchase agreement for up to two megawatts from a biomass facility. It says it would report to the commission on potential projects by October.
