NEW YORK (AP) — Investors played it safe on Monday ahead of a potentially pivotal Federal Reserve meeting. While large company stocks ended the day little changed, smaller, riskier stocks slumped. "Reading the tea leaves, it seems that investors are trying to position themselves for a more aggressive Fed," said Jack Ablin, chief investment officer at BMO Private Bank.

On Monday, the Corps announced it had put its review on hold while a judge considers an appeal of the state's decision.

Rates mixed at weekly US Treasury bill auction with 3-month bills down to lowest in 1 year

WASHINGTON (AP) — Interest rates on short-term Treasury bills were mixed in Monday's auction with rates on three-month bills dropping to the lowest level in nearly a year while rates on six-month bills were unchanged. The three-month rate was the lowest since those bills averaged 0.010 percent on Sept. 30, 2013.
