The Dow Jones industrial average was up 40 points before Bernanke began his testimony before a congressional committee at 10 a.m., then jumped as much as 154 points shortly after he began speaking.
RI lawmakers to review Chafee's budget changes

Rhode Island state lawmakers are reviewing Gov. Lincoln Chafee's proposed changes to his $8.2 billion state budget. The House Finance Committee is set to review the changes at a meeting Wednesday. Every year the governor submits a budget proposal for the next fiscal year and often submits last-minute changes before lawmakers approve the spending plan.
NRC discussing safety assessment of SC nuke plant

Federal nuclear regulators are visiting Hartsville, S.C. to discuss safety at a Duke Energy Corp. nuclear power plant. Overall, NRC officials say the agency concluded that the Robinson plant operated safely last year. The NRC stepped up scrutiny at Robinson after incidents in 2010 that included two fires, a faulty breaker on an emergency generator and inadequate training for workers. The next year, a false alarm sounded in a reactor containment building while the unit was being brought back on line after a faulty relay shut it down three days earlier.
