IMF calls for urgent steps on Spain unemployment

The International Monetary Fund says recession-wracked Spain is making progress but is urging policymakers both within the country and in Europe to take "urgent action" to slash the country's crippling 27 percent unemployment rate. Spain has been in recession for most of the past four years following the collapse of its once-booming real estate sector in 2008. Concerns over its public finances have also piled the pressure on the government to rein in spending.

GM breaks ground on China Cadillac plant

General Motors Co. executives broke ground for a new Cadillac factory in China on Wednesday to target luxury buyers in the world's biggest auto market, though they said the segment would grow slower than expected this year. "Rising incomes per capita are going up. China's a great market," said GM CEO Dan Akerson. "We're going to bring our high-end premium market here and we're going to see how we run against the competitors from Europe and Japan."
